The Investigator will be retained on an as need basis and shall comply with all relevant standards and regulations, including but not limited to: A. Federal, State, and Local Laws regarding police misconduct investigations. B. Standards set by the National Association for Civilian Oversight of Law Enforcement (NACOLE). C. New Haven Police Department policies regarding investigations and citizen complaints. Specific Requirements for Investigations A. Conduct unbiased and thorough investigations into complaints against police officers, which may include but are not limited to incidents of excessive force, inappropriate conduct, and policy violations. B. Collect and analyze evidence, including interviews with complainants, witnesses, and officers involved in the incidents. C. Review all relevant documents, reports, and recordings as part of the investigative process. D. Prepare detailed, clear, and concise investigative reports summarizing findings, including evidence collected, interviews conducted, and recommendations for action where appropriate. E. Maintain confidentiality and ensure all investigations are conducted in accordance with privacy regulations and best practices. F. Provide updates to the NHCRB on the status of ongoing investigations and be available for public hearings or meetings to discuss findings as necessary. Service Requirements Investigator services must be provided in a professional manner and at the highest ethical standards. Specific service requirements include: A. Availability to conduct investigations promptly upon receipt of a complaint. B. Ability to work independently while interacting collaboratively with the NHCRB and other stakeholders. C. Experience in conducting investigations, preferably within the realm of law enforcement, community oversight, or civil rights law enforcement. D. Membership and/or compliance with ethical standards set forth by the American Society of Investigators or related professional organizations. E. Capacity to maintain comprehensive records of investigations, evidences gathered, interview transcripts, and final reports.
