The selected firm shall provide Phase II Detailed Design, Environmental Permitting Support, and Construction Bidding and Award Assistance, along with all related technical services necessary to advance the Flood Resiliency Infrastructure Improvements for the Water Pollution Control Facility (WPCF) and Main Pump Station (MPS), as outlined in the detailed scope of services and as requested by the City of West Haven. Under Phase II, the Consultant will prepare comprehensive detailed design plans and technical specifications, advancing the project through structured design milestones at the 60% and 90% completion levels. Each milestone shall include review workshops with City representatives to ensure alignment with project objectives, technical standards, and regulatory requirements. The Consultant will also provide professional support throughout the construction bidding and award process, assisting the City with bid document preparation, contractor inquiries, addenda, and evaluation of bids. Upon the City’s authorization, the Consultant may also provide construction phase services under a future amendment to this agreement, including technical oversight, review of submittals, site observations, and coordination with the contractor and City representatives. See additional Scope of Services in Attachment 5.0 Respondents shall meet the following minimum qualifications: Hold a valid Professional Engineer (P.E.) license issued by the State of Connecticut. Demonstrate proven expertise in coastal engineering and environmental permitting, particularly in shoreline resiliency and related regulatory processes. Provide detailed descriptions of at least three comparable projects successfully completed within the past five (5) years
