The service involves assisting City of Groton - Groton Utilities in conducting two (2) System Studies for Groton Utilities and Bozrah Light and Power’s 13.8kV and 34.5kV distribution systems. Bidders should expect to: 1. Collect Data and Evaluate the existing electrical distribution infrastructure (including but not limited to overhead and underground systems, substations, switchgear, transformers, and protection devices). 2. Analyze system performance, capacity, and reliability under current and projected load conditions. 3. Identify infrastructure deficiencies, aging components, and risks to system reliability and safety, including Climate impacts. 4. Develop actionable recommendations for infrastructure upgrades and replacements. 5. Create prioritized phased approach to Capital Improvement Plans (CIPs) for 5, 10, and 20 years, with associated cost estimates. 6. Any system modeling or design files created from the above-mentioned analysis should be provided to GU, as CADD, or other relevant system file format as part of the final product deliverable. 7. System Study should look at available grant funding opportunities for design, engineering and construction. 8. Contractor shall provide all relevant project schedules, and project administration and management for the completion of the above mentioned system studies.
