The Department of Coroner requires the services of one or more independent Contractor(s) (Consultant (s)), who meet the qualifications of a DNA technical lead as set forth in the Federal Bureau Investigations (FBI) Guidelines and the desired experience, to enter into a Contract with the Coroner to spearhead the upgrade of its existing crime laboratory to include forensic DNA testing capabilities. The Contractor will assist with selecting equipment and personnel for the DNA section of the crime laboratory; develop, validate, and implement appropriate protocols consistent with established guidelines and accreditation requirements for DNA laboratories, and train qualified laboratory personnel in DNA analysis. The Contractor shall work in conjunction with Department of Coroner staff to ensure the DNA section is completely accredited and operational. The Department seeks proposals from qualified independent Consultant(s) to provide the following work products and services: ·Develop a comprehensive project plan to develop a DNA section in the Coroner's crime laboratory to include: ·Selection of qualified personnel to perform DNA analysis. ·Selection and validation of appropriate equipment. ·Develop, validate, and implement appropriate testing procedures. ·Train qualified personnel in DNA testing. ·Guide the Department through all appropriate accreditations.
