Present potential remediation options that may include but not limited to the creation of a no-build flood plain. Evaluate and rank potential mitigation projects be based on multi-benefits such as creating passive recreation/ park areas along the river (after purchase and demolition of frequently flooded homes), promoting pedestrian/ bike use, and addressing environmental justice concerns. Develop a community emergency plan to address roadway flooding that cuts off and isolates sections of the City during large storm events. Leaders of the City’s Police, Fire, and Emergency Management Departments would participate in plan development along with input from the community. Conduct community-based meetings to define in detail level of flooding and provide public education as to the available FEMA, State, and local resources available to residents after flooding events. Provide public education to residents of the flood-prone areas to assist in the development of individual action plans. These plans would address evacuation routes, alternate housing, moving of vehicles, and plans for the retention of important papers (e.g. insurance policies and bank records). Evaluate and prepare sediment removal plan for the Pequabuck River, Coppermine Brook and the unnamed brook that crosses Mechanic St, Andrew St, West Washington, Stonecrest Dr, Carpenter Ave, and Louisiana Ave. The sediment removal plan shall be based on available mapping and field inspections and shall include identification of areas of sediment removal, quantity, required environmental permits and recommunication to acquire property rights and estimated cost. Develop a strategy for identification of potential property acquisitions that would alleviate the impact of flooding or mitigate flooding (in particular, properties along the Pequabuck River and Coppermine Brook). Develop stormwater design standards for use by the City in construction of storm sewer improvements. Develop strategies for consistent application of Low Impact Development (“LID”) measures. Work shall include an analysis of potential LID impact, reduction of flooding associated with LID implementation on currently undeveloped and anticipated rate of Bristol developed properties. Review and make recommendations for revision to the City of Bristol flood ordinance.
