A. Design and Bid Phase Commissioning Services During the project’s design and two bid phases, the CxA will provide the following services: 1. Owners Project Requirements: Review the Owners Project Requirements Document and review the Basis of Design Document for coordination of the Owners Project Requirements. 2. Design Meetings: Participate in design coordination meetings with the project team. 3. Commissioning Plan: Development of the Commissioning Plan 4. Commissioning Specification: Development of Commissioning Specifications for inclusion into the project manual. Provision of specs during Design Development stage. 5. Design Reviews: Perform a design review with comments as it pertains to commissioning provided at the following stages: a. 100% Design Development b. 100% Construction Documents 6. Bidding Process: Respond to Questions from bidders regarding Commissioning B. Construction Phase Commissioning Services During the project’s two construction phases, the CxA will provide the following services: 1. Project Management: Coordinate, organize and direct commissioning activities in a logical and efficient manner. Phone calls, email correspondence, in-person and virtual meetings as indicated below fall under this task. 2. Submittal Reviews: Review select Mechanical and Electrical Submittals (only larger equipment submittals for M/E shall be reviewed for compliance with Commissioning Plan and Spec). Review construction schedule, sample warranties, and submittals including envelope details. a. The CxA does not approve submittals but rather reviews for familiarity and in development of checklists and functional test sheets. 3. Review of Controls:Review select the controls shop drawings, sequence of operations, and control logic. The review will familiarize the CxA with the control logic and specific types of instruments that the contractor will use to meet the design criteria. a. The CxA will review the lines of software code that the contractor is intending to use in the Building Management System (BMS). b. The CxA will confirm and review the integration of the Building Management System with other systems such as, fire alarms, security, etc. 4. Construction Checklists: With necessary assistance from the installing contractors, develop construction checklists. a. Contractors shall be responsible for completing the checklists and matrices and providing completed checklists to the CxA. 5. Onsite Observations/Field Reviews: Perform site visits as necessary to observe component and system installations. Any discrepancies the CxA might observe with regard to the actual construction and the design documents will be brought to the immediate attention of the CMR and Trade Contractor. Each site visit shall be documented with a written report that will be distributed to the entire team and the trade contractor. The report will include an issues log, which will be updated after each site visit. Monthly site visits shall begin only when enough progress has been made to warrant a site visit. Unnecessary site visits will not be performed if there is nothing for the CxA to review. a. Accomplish statistical review of construction focusing on the Owners Design Intent and installation quality. b. Contractors shall be responsible for completing construction checklists and returning completed forms to the commissioning agent. c. Document system startup by reviewing startup reports and select site observations. d. Review air and water systems balancing by spot testing and reviewing completed reports and by select site observation. e. Building Envelope – Includes six (6) visits for installation reviews and onsite window and pressure testing by others f. MEP – Includes eight (8) visits for installation reviews prior to functional testing g. Deliverables – Commissioning Observation Reports detailing progress and observations.
