Specifications include, but are not limited to: The City of New Haven (the “City”) is seeking to engage one or more qualified partners (“thePartner”) to plan, design and implement a high-speed internet connectivity solution for allthrough a public-private agreement (“P3 Agreement”) with the City and joint applications forBEAD and other state, federal and private funding. In anticipation of funding opportunitiesbecoming available, the City intends to build on over a year of research and communityconversations by crafting an equitable solution to enhancing access to, and affordability of,broadband for all residents in partnership with broadband provider. As explained in more detailherein, broadband access in New Haven is considered a barrier to academic achievement andeconomic development, due to high cost and inconsistent availability of quality broadbandservices.The purpose of this Request for Proposals (the "RFP") is to solicit detailed project conceptssuitable for the City and the selected Partner(s) to enter into a P3 Agreement between thePartner and the City of New Haven (the "City"). As contemplated, the P3 Agreement will resultin the design, engineering, construction, and operation of a citywide fiber-to-the-premisenetwork with multi gigabit capabilities (the "FTTP Network" or "Network") or an expansion ofan existing network whereby every unit of housing, including those in MDUs, will have theability to sign up for new broadband services without paying a significant fee for installation
