1. Organizational Expectations Organizations must be available in locations and at times that are accessible to the community they serve, including availability on weekends and at times outside of normal business hours. Proposers must have standard office hours for people to attend to receive direct application assistance or a standard process for setting up appointments for direct application assistance. Staff that speak the language of the proposer’s focus population must be accessible during appointments/office hours for direct application assistance. 2. Service Expectations Core Components of Service Selected Proposers must provide: • CTPL Direct Application Support for workers wishing to apply or needing assistance with their application; and • Direct Provision of CT Paid Leave Information to the proposer’s indicated focus population Major Deliverables Activities that are listed under “CT Paid Leave Application Assistance/Support” and “Direct Provision of CT Paid Leave Information” are required to be completed as part of the Initiative. A list of other optional activities are listed below and may also be included in proposals but are not required. Proposers may include additional activities associated with the RFP deliverables in their proposal that are not listed below, which will be evaluated and approved by the Authority. Deliverables of the selected proposers will include, but are not limited to, the following types of activities: CT Paid Leave Application Assistance/Support: • Counsel individual workers on their right to CT Paid Leave. • Assist workers in applying for CT Paid Leave benefits and navigating the claim process. • Serve as liaison between applicant and the Authority for application questions or issues. • Host standard office hours for people to attend to receive direct application assistance or establish a standard process for setting up appointments for direct application assistance. Direct Provision of CT Paid Leave Information: • Share CTPL resources directly online, in-person, by telephone and/or via social media. • Host in-person and virtual events, workshops and/or trainings. • Participate in community events hosted in the proposer’s selected focus towns by either tabling or presenting to educate about CTPL. • Share information through multiple channels, such as meetings, events, phone banks, door knocking, etc. • Collaborate with partner organizations and/or businesses to distribute CTPL information. • Provide insight into local communities to the Authority, allowing for a deeper connection with a wider group of residents • Share local media contacts with the Authority to enhance efforts Other Optional Activities: • Collaborate with the Authority on the development of educational materials, including testing new materials and tools with workers. • Work with the Authority to translate CTPL materials into relevant languages. • Collaborate with the Authority on CTPL online content including the CTPL Podcast and CTPL’s 5 Minutes of Impact. • Participate in CTPL Authority in-person events when offered by the Authority. • Provide opportunities for the Authority to participate in the proposer’s online content or media campaigns such as podcasts or radio interviews.
