1. Installation and management of: a. Six (6) fixed or speed camera systems with the potential of adding nine (9) more speed camera systems – future speed camera and red-light camera systems TBD The Town intends to install ATESD’s at the following six OSTA approved School Zone locations: Burr Elementary School 1960 Burr Street from Stonewall Lane to Wood House Road Dwight Elementary School 1600 Redding Road from Melin Drive to Cross Highway Riverfield Elementary School 1625 Mill Plain Road from Duck Farm Road to Lakeside Drive Notre Dame High School 220 Jefferson Street from Park Avenue to Donna Drive Ludlowe High/Middle School 685/789 Unquowa Road from Mill Plain Road to the I95 overpass as well as Barlow Road from Barlow Place to Unquowa Road Warde High School 757 Melville Avenue from Fairway Green to Old Farm Lane as well as Knapps Highway from Alvin Street to Melville Avenue Other locations in consideration for future expansion presently include nine (9) school zone locations (OSTA applications pending) for Holland Hill Elementary, Tomlinson Middle School, Assumption Catholic School, Unquowa School, Stratfield Elementary, McKinley Elementary School, Osborne Hill Elementary, Sherman Elementary and Fairfield Preparatory School. b. All devices must comply with Connecticut’s Public Act 23-116 and receive prior approval from the Connecticut Department of Transportation (CTDOT) Office of the State Traffic Administration (OSTA). 2. Conduct site studies and submit traffic analyses. 3. Assist the Town in completing and submitting its ATESD Plan to CTDOT. 4. Install, maintain, and operate non-intrusive, high-resolution digital imaging and LiDAR/radar-based technology. 5. Process violations with full chain of custody and transmit verified violations to the Police Department. 6. Provide expert witness testimony in court as needed. 7. Develop a public awareness campaign and install signage at enforcement locations. 8. Collect and deposit fines into a Town-designated account and maintain accurate financial and operational reporting. 9. Provide monthly/quarterly service reports, data exports, and system maintenance logs. 10. The Vendor shall partner with collection agencies that specialize in municipal collections. At the pre-determined time after no response on an issued citation (no payment, no outreach to our call center etc.) the Vendor would submit the data file to the collection’s agency. This is normally at around the 90-day mark or 120-day mark from citation issuance date. The civil debt would then be administered by the collections agency and fees would be added in accordance with state law.
