3. SCOPE OF SERVICES This document is issued as a request for qualifications, and the scope of services shall be further defined at the time of solicitation for fee schedules. The intended scope of services is generally defined as noted below. 1. Review of existing documentation / reports / plans / budget / meeting minutes/ etc. 2. Visual inspection of the existing facility. 3. Meet with City/BOE personnel to review project scope, existing conditions, budget considerations, and priorities to be considered in subsequent concept plans. 4. Establish opinions of probable cost for conceptual plans. Cost estimating is expected to be supported by a third party retained by your firm that has hands-on experience in construction of a similar project (i.e. internal cost estimating should be supported by an independent entity, that does not have interest in a role as general contractor). 5. Provide direction and support to City staff toward application for any zoning changes made necessary by improvements for subsequent occupation (i.e. City will make formal application, the selected firm shall coordinate any necessary efforts needed for said application). 6. Attend at minimum a monthly meeting with the governing Building Committee, for the duration of the project; for the purposes of providing a proposal, firms shall assume twenty-four (24) months of construction. 7. Prepare information for and attend all meetings with City Boards and Commissions necessary for completion of the project, which may include the following: Planning Commission, Zoning Commission, Inland Wetlands/Conservation Commission, Board of Finance, and City Council. 8. Prepare a preliminary engineering/architectural report that shall include the following: i. Project schedule indicating design, bidding, and construction schedule ii. Conceptual budget iii. Areas of concern associated with schedule, budget, existing conditions, hazardous materials, and/or project objectives, along with recommendations to mitigate the above potential issues iv. List of anticipated drawings and specifications, including need for special contract provisions to meet project objectives.
