B.1 Project Scope The Office of Legislative Management on behalf of the Connecticut General Assembly is soliciting proposals for the printing and delivery of the 2025 and 2026 district-wide newsletters for approximately twenty-five (25) senators a part of the Senate Democrats Office (SDO). The following is the Scope of Work that the CGA anticipates including in the Contract with the awarded respondent. B.1.1 Services The awarded respondent shall perform the following work in accordance with Attachment B upon Contract award. (a) Quantity: There will be an average of 41,000 newsletters printed for each senator during the term of this Contract. The newsletter counts for each senate district (listed in Section E.3 "Qualitative Elements") are estimated quantities as of the time of issuance of this RFP and are for informational purposes only. The final count for each legislative district may change by the date of Contract award. Actual counts will be included with each order placed. The CGA will not be responsible for, nor pay for, overruns or under runs. Digital files (as described in subsection (e) below) will be available in two or more sets of newsletters between June 1, 2025 and December 31, 2025 (non-election year) and between May 15, 2026 and July 15, 2026 (election year. The awarded respondent is responsible for delivering the quantity ordered and will be held accountable in the event of a discrepancy in the quantity delivered. (b) Size: Newsletters will be 10.5" x 17", to be scored and tri-folded to 10.5" x 5.75" (approximately). Newsletter samples may be made available by request. (c) Paper Stock: Paper stock is required, at a minimum, to be recycle paper that meets the standards and requirements mandated by C.G.S. §4a-6f. 65# Opaque Bright White Cover is the required paper stock for this printing project. During the contract term, the awarded respondent may provide a reasonable paper alternate as an option with the written approval of SDO if there is a shortage of the required paper stock for this project. SDO may request that that the awarded respondent provide up to fifty (50) sheets of the alternate paper as a sample to ensure that the alternate paper can run through its mailers. SDO may also request that respondents print and provide a sample newsletter on the specified paper during the evaluation process for SDO's approval. Representatives of SDO shall have final approval of proposed paper and may reject any paper if it is found to be unsuitable. The awarded respondent shall be a Forest Stewardship Council (FSC) approved printer and shall be responsible for obtaining and placing the FSC logo on each printed piece. SDO shall designate the location of the FSC logo. It is the awarded respondent's responsibility to ensure that paper orders are processed in a timely fashion in order to meet the delivery deadline requirements of this contract. Upon request, the awarded respondent must provide a copy of their purchase order and the invoice received from the paper company supplying the paper stock for this printing project.
