The awarded respondent shall perform the following work upon Contract award. (a) Quantity: There will be an average quantity of 8,500 to 9,500 newsletters printed for up to one hundred two (102) democratic state representatives per year during the term of this Contract. Approximate newsletter counts for 2025 and 2026 by range are included under Section E.3, "Evaluation Methodology," for informational purposes only. The final count for each legislative district may change slightly by the date of contract award. Actual counts will be included with each order placed. The CGA will neither be responsible for, nor pay for, overruns. HDO will send newsletter orders to the awarded respondent in varying quantities during the term of the contract, with the possibility that all approximately one hundred two (102) newsletters will be printed between June 1, 2025 and December 1, 2025 (non-election year) and between May 15, 2026 and July 8, 2026 (election year). There is no guarantee that a specific number of newsletters will be ready to print at any given time. The majority of orders will include four (4) newsletters at a minimum. (b) Size: Newsletters will be 10.5" x 17", to be scored and tri-folded to 10.5" x 5.75" (approximately). Newsletter samples may be made available by request. (c) Paper Stock: Paper stock is required, at a minimum, to be recycled paper that meets the standards and requirements mandated by C.G.S. § 4a-67f, 65# Finch Opaque Bright White Cover, Vellum Finish is the required paper stock for this printing project. The awarded respondent may provide a reasonable paper alternate as an option with approval by HDO of at least 50 provided samples. HDO may request that respondents print and provide a sample newsletter on the specified paper during the Evaluation Process for HDO's approval. Representatives of HDO shall have final approval of proposed paper and may reject any paper if it is found to be unsuitable. The awarded respondent shall be a Forest Stewardship Council (FSC) approved printer and shall be responsible for obtaining and placing the FSC logo on each printed piece. HDO shall designate the location of the FSC logo. It is the awarded respondent's responsibility to ensure that paper orders are processed in a timely fashion in order to meet the delivery deadline requirements of this contract. Upon request, the awarded respondent must provide a copy of their purchase order and the invoice received from the paper company supplying the paper stock for this printing project. (d) Color: Respondents shall provide pricing for 4/4 for all newsletters (process color) with full bleeds. Preference will be given to environmentally responsible inks. Prior to final printing of each newsletter, the awarded respondent shall submit blue line or laser proofs within two (2) business days of receipt of newsletter files and purchase order. A business day is defined as Monday through Friday, excluding Connecticut state holidays and weekends. The CGA observes the following official state holidays: New Year's Day, Martin Luther King Jr. Day, Lincoln's Birthday, Washington's Birthday, Good Friday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day.
