The aging exterior lighting at Western Colorado University is inefficient and does not meet the security needs of a contemporary college campus. Use of high-pressure sodium lamps created a need for near-constant lamp changes across campus as well as contributing toxic materials to the waste stream. The interior lighting in many State campus buildings utilize fluorescent lamps in numerous locations that are not efficient with respect to energy consumption and are toxic, requiring high costs to the State for safe disposal. Western Colorado University will simultaneously address issues of energy efficiency, obsolescence and security by replacing all exterior light fixtures, including freestanding pole lights and wall packs, with new LED fixtures. All fixtures and poles will be replaced, new lights will be added where low lighting levels necessitate better illumination. Interior task lighting fixtures in academic buildings will be converted to use LED fixtures. Decorative lighting, specialty fixtures, cove and accent lighting are not addressed at this time because of the complexity and cost associated with those lighting systems. Design firms must include full life cycle construction management including design, bidding, project management, warranty, inspection and proper disposal of waste materials. ‘
We anticipate design and bidding to occur in the fall with interior work being completed throughout the fall/winter. We anticipate 8,563 interior fixtures with 300 exterior fixtures need relamping as well as the additional fixtures identified in the design assessment.
Experience with designing and developing bid documents for institutions with in the Colorado State Architect’s office purview is required. Experience overseeing complex electrical lighting projects preferred.
This project is exempt from prevailing wage and apprenticeship requirements of the State of Colorado.
Western Colorado University intends to select a Design/Build Entity who will design, manage and construct the project as described within. The process to be used in the selection of the firm is comprised of two steps:
STEP I is the Submittal of Prequalification as described in Section II.
STEP II is the Oral Interview/Cost Proposal as described in detail in Section III.
