Trenchless and Excavated Sewer Main On-Call Construction Services

The Upper Thompson Sanitation District (District), Larimer County, Colorado is seeking qualified contractors to provide trenchless and excavated sewer main on-call construction services. The Request for Qualifications (RFQ) describes background information, submission requirements, and selection criteria for contractor(s).
Based on the evaluation of the qualifications submitted, a trenchless and excavated sewer main on-call construction services agreement will be established with the selected contractor(s). Construction services required for specific projects under the trenchless and excavated sewer main on-call construction services agreement will be developed on an as-needed basis through issuance of work orders (WO). Each request for services for specific projects will be made as an individual WO released under the trenchless and excavated sewer main on-call construction services agreement and not as a contract and/or WO amendment. The construction price for each WO will be negotiated based on the billing and labor rate structure incorporated in the trenchless and excavated sewer main on-call construction services agreement.
Establishing the trenchless and excavated sewer main on-call construction services agreement allows the selected contractor to understand and accept the District’s terms and conditions and expedite the contracting process through issuance of subsequent WO. The trenchless and excavated sewer main on-call construction services agreement duration is anticipated as three (3) years, and an extension will be at the discretion of the District. Award under the solicitation does not guarantee that services will be awarded to a contractor through the WO process.
Scope of Services
Provide trenchless and excavated sewer main construction services in Group A – Trenchless Sewer Main and/or Group B – Excavated Sewer Main construction services as follows:
Group A: Trenchless Sewer Main Construction Services: Trenchless sewer main construction services may include, but is not limited to:
- Cured-In-Place Pipe (CIPP): thermocured and/or ultraviolet (UV) cured methods.
- Point Repairs: point repairs without excavation.
- Top Hats: lateral connection lining systems.
- Bursting: breaking and simultaneously pulling new mains.
- Slip Lining: inserting pipe into existing damaged pipe.
- Other: additional specialized work without excavation.
Group B: Excavated Sewer Main Construction Services: Excavated sewer main construction services may include, but is not limited to excavation, construction, installation and/or repair of sewer mains, laterals, and manholes. Work may involve stream and/or river stabilization, reinforcement, diversions, and other excavation requirements including electrical, communications, and fiber type utilities.
Group A and/or B construction services may include, but not be limited to:
- Manhole Replacement: install new manholes.
- Manhole Rehabilitation: interior and/or exterior liners, coatings, and/or injections.
- Bypass Pumping: temporary sewer bypass systems to maintain service.
- Traffic Control: as required by the Colorado Department of Transportation (CDOT), Larimer County, and the Town of Estes Park.
- Jetting: high-pressure cleaning of sewer mains.
- CCTV: closed-circuit television (CCTV) inspection of sewer mains.
- Material Supply and Disposal: providing materials and haul-off and project cleanup.
- Air, vacuum, and/or other testing methods of sewer mains and manholes.
- Work Times: Work may take place during business hours, after hours, nights, weekends, and holidays. Individual repair and replacements will vary depending on size, scope, and season.
- Emergency Services: available 24-hours per day, 7-days per week, 365-days per year. Immediate emergency response with a mobilization time not exceeding 48-hours.
- Miscellaneous: Obtaining existing utility locates in the work area; obtaining required regulatory permits; communication with citizens and/or business owners regarding the impact of the work; cone off and securing the area; removal and disposal of asphalt and/or concrete in the dig area; removal of the damaged pipe joints and pipe segments; equipment and materials installation, including backfill, according to District standards; hauling and tipping fees for materials disposed at the landfill and/or other location; and restoration of including, but not limited to, asphalt, concrete, sod, landscaping, seeding, etc.
