Description

The intent of this Request for Expression of Interest (“RFEI”) is to provide an open and transparent process for interested parties to submit a proposal for a potential redevelopment project involving the below-identified property in collaboration with the Windsor Downtown Development Authority (DDA).

The DDA will consider all project proposals that will advance the goals of the DDA’s approved Plan of Development identified below; provided, however, that project proposals may not contain any residential component, as the subject property is deed restricted to non-residential uses that generate property tax.

Proposals will be accepted by the DDA beginning on March 1, 2024 to January 10, 2025.

Responses are more likely to be viewed favorably if they are concise and specific. Overly lengthy or elaborate proposals will be interpreted to mean that the proposer did not properly understand this RFEI. All documentation submitted with a response shall be included in a single unbound volume and can be submitted electronically in PDF format.

Each response shall include the following items in the following order:
1. Cover letter addressed to: Michelle Vance, Executive Director Windsor DDA, 400 Main Street, Ste A or PO BOX 381, Windsor, Colorado 80550
2. Development proposal to include:

Proposed uses.
Estimated project timeline.
Understanding of the market and leasing approach.
Proposed role for the DDA.
Concept plans and other visuals that demonstrate the type and extent of
the project are encouraged but not required at this stage.

3. Project Experience (may include references to applicant website)
4. Project References. Please include no more than three with at least one bank
reference
