The Town of Telluride (Town) is inviting proposals from qualified consultants with demonstrated expertise in determining employment generation rates and housing needs that result from construction activities, specifically related to substantial remodels and building upgrades. The Town has adopted affordable housing mitigation requirements for all new construction activities based on employment generation rates and associated size of construction and the intended land uses. Prior to building permit issuance for new construction, affordable housing shall be provided by one several methods that include affordable housing construction; land for affordable housing; deed restricting for affordable housing; and/or payment of fees in lieu.
Linkages studies were prepared in 1993, 2000 and 2005 to determine the number of new permanent jobs that result from new construction and additions for one and two-family dwellings, multi-family dwellings, mixed uses, commercial uses, public facility uses, hotels and accommodations. However, currently, affordable housing mitigation is not required for substantial remodels or building upgrades that do not result in additions to the existing buildings. Because a significant part of Telluride’s building permit activity includes extensive remodels and building upgrades, with and without additions, the Town seeks/desires to determine employment generation and associated housing needs for these types of construction activities? which there is currently no accounting.
