Description

PURPOSE
The Town of Telluride is seeking to engage the services of a qualified consulting firm or individual to conduct a total compensation review and analysis.

BACKGROUND
The Town of Telluride is a Colorado Home Rule municipality. Telluride is a National Historic Landmark District and an all-season resort town. Telluride’s population is 2400 but swells with tourists for ski season and festivals throughout the year. Telluride is located in a remote area of Southwest Colorado at an elevation of 8,750 feet.
The Town government has approximately 85 year round employees and 30 seasonal employees. The Town’s current compensation plan was developed in 2018. The Town formally reviews the compensation plan every three years in order to keep wages competitive.
The Town provides medical, dental, life and long-term disability insurance benefits.

SERVICES
Services required but not limited to:

Conduct a total compensation survey, analyze the information, and develop recommendations.
Conduct a comprehensive review of the current compensation plan used for external competitiveness.
Compare salary ranges for all employees performing the same or similar functions.
Review the current compensation plan including the number of salary ranges and classification and make recommendations.

QUALIFICATIONS
The Town is seeking a qualified firm with a minimum of 5 years’ experience working with municipalities.

The Town of Telluride will receive proposals no later than 5:00 p.m., Friday, April 30th, 2021. Please address submittals to:

Proposals should include those materials necessary to demonstrate the expertise of the proposing firm.   Descriptive materials of the proposer's previous work of a similar magnitude and scope are desired. A proposed schedule and action plan are desired. At a minimum, please include the following information:
1.     Name and address of firm.
2.     Identification of professional staff assigned to the project and the role of each.
3.     Statement of qualifications.
4.     A list of current projects and all similar projects within the last 5 years.
5.     A description of project approach.
6.     Schedule.
7.     Cost of services: flat or variable fees; commissions; or a combination of fees and commissions.
8.     Proof of professional liability.
Final selection will be based upon qualifications, fee estimates, and references. The Town reserves the right to not select any proposer if it so chooses.

Proposals must be signed by a duly authorized official (s) of the firm.
