It is the intent of the Town is to determine how to best implement and develop a new Intermodal Transit Center, which shall be located adjacent to the existing Snowmass Mall. The project is the cornerstone of an effort to revitalize the outdated commercial area in the community. The regional transit depot (est. 1970) and the local transit depot (est. 1987) are separated both vertically and horizontally in the existing core. The project will consolidate the two stations into a centralized location, thus improving the function of the local service as a feeder to the regional service, and improve access to and efficiency of, the station’s design and location.
This project shall be constructed on land owned by the Town of Snowmass Village; which is currently being utilized as parking lots, Snowmelt Road, and a portion of the RFTA loading area. Refer to APPENDIX A for the TOSV Mall Transit Station Feasibility Study 03/02/2020 for further information. This project will anchor the west end of the existing West Village Mall and will provide the first impression of the commercial area. The project design should welcome visitors and assist with wayfinding. The Town desires a “green” building approach.
Through this procurement, the Town seeks the most responsive and responsible proposer to contract for the provision of architectural and engineering design services with regards to the design of an Intermodal Transit Center for West Village. The successful proposer shall provide architectural and engineering design services and construction plans and specifications. Design services during construction may be required and a supplement to this agreement will address these services near Final Design. This proposer must warranty that they will provide the highest level of convenient, reliable, economical service practical and that they are willing to operate within the scope of this offering and various state and federal regulations. The Proposer shall provide information related to qualifications, fees for services, and proposed approach and schedule that would be required in order to select a proposer.
The Town anticipates using a Construction Manager / General Contractor (CMGC) as the project delivery method. As part of the CMGC Process, at approximately 30% of design work a CMGC will be brought on board to assist with standard pre-construction activities such as construction cost estimate, schedule, construction impact mitigation, and constructability analysis in anticipation of leading the eventual construction effort. Close collaboration with the CMGC will be required and is intended to assist in cost estimating, scheduling, constructability, and construction impact mitigation. Construction of this project is projected to begin in April 2022 after the ski season ends.
The Town of Snowmass Village (“TOSV”), Box 5010 (0130 Kearns Road), Snowmass Village, CO, 81615, Attn: David Peckler, Transportation Director, (the “Town”), will be accepting sealed proposals at the TOSV offices at the above-stated address until 5:00 p.m. MT on November 11, 2020, for the performance of services noted above. Proposal documents are available to be picked up during normal business hours (Monday through Friday, 9:00 a.m. to 4:00 p.m.) at the TOSV offices or they will be sent via e-mail if requested. A Pre-Proposal Conference will be held virtually on October 30, 2020 at 1:00 p.m. Attendance at the Conference is at the option of the prospective proposer, although advised. The conference will also be available online to those responding with the Proposer’ Intent Form, above.
Sealed technical proposals will be opened on November 12, 2020.
The Town will award a contract, if at all, through a competitive process set forth in this RFP with consideration going to the lowest and most responsive and responsible proposer. Proposers will be required to comply with all regulations applicable to a state and federally funded procurement. The Town reserves the right to postpone, accept or reject any or all proposals as the Town deems to be in its own best interest subject to the rules and regulations of the State of Colorado and the U.S. Department of Transportation. All proposals will remain in effect for a period of ninety (90) days from date of opening. Any person and/or business on the Comptroller General’s list of ineligible bidders and/or those who have been prohibited from doing business in the State of Colorado or it’s agencies/subdivisions, is not an eligible proposer. The Town will afford Disadvantaged Business Enterprises (DBE's) full opportunity to respond and will not discriminate on the basis of race, color, sex, or national origin in the review of specifications or contract award.
