Description

The Town of Minturn has issued a Request for Proposals (RFP) seeking a qualified consulting firm to complete a Comprehensive Impact Fee Study. The purpose of the study is to determine fair and legally defensible impact fees so that new development contributes its share toward future infrastructure needs, including streets, water, parks, public safety, and community facilities.
The study will analyze projected growth, identify capital improvement needs, and develop a fee schedule that aligns with Colorado law. A dedicated water enterprise fund component will be evaluated separately to ensure utility-related costs are properly allocated.
Proposals are due November 14, 2025, and the Town anticipates completing the study by spring 2026. The results will help inform future policy decisions and ensure long-term fiscal sustainability as Minturn continues to grow.
