RFP-TOJ-2025-6 - RFP - Cloud-based GIS Implementation (ArcGIS Enterprise)

The Town of Johnstown seeks a qualified consulting partner to design, deploy, and support a modern, cloud-based Esri ArcGIS Enterprise environment that will serve as the Town’s centralized GIS platform for internal operations and future public-facing applications. The selected consultant will provide end-to-end services—from architectural planning through post-deployment support—to establish a secure, scalable, and fully functional ArcGIS Enterprise “Base Deployment” in a cloud environment such as Microsoft Azure or Amazon Web Services.

The work includes evaluating the Town’s current GIS workflows, infrastructure, user needs, and licensing; developing a cloud architecture and security model aligned with best practices; installing and configuring all necessary components of ArcGIS Enterprise; migrating existing GIS data and publishing essential services; and ensuring that Town staff receive appropriate documentation, training, and knowledge transfer to effectively administer and maintain the system long-term.
