2023-009 - Project and Construction Management Services - 3rd and Welker Intersection

The Town of Mead is requesting proposals from qualified full service civil engineering and/or construction management Consultants to provide all disciplines of project and construction management, construction inspection, and project support services for capital improvement projects with local, state and/or federal funding. The 3rd & Welker Intersection Improvement Project is a federal aid public infrastructure project in need of construction management services which are the basis of this Request for Proposals (RFP). The design is being finalized and right-of-way acquisition is underway. The project is expected to go to ad in Q1 2024, pending final clearances and real estate acquisition.

The successful firm will address all the tasks, issues, and requested information in their proposal, possess the requisite skills, experience, and manpower necessary to produce high quality deliverables on time and on budget, and be motivated to work with Town staff, other funding partners’ staff, and citizens to accomplish the project goals. In general, the Consultant shall act as an extension of Town staff and will be responsible for managing every aspect of the project.

Compliance with Colorado Department of Transportation (CDOT) and Federal Highway Administration (FHWA) rules and regulations is critical to ensure the Town receives full reimbursement of grant funds. The Town may also extend the contract with the contracted firm for future public infrastructure projects on an on-call basis.
