Overview
The Downtown Denver Partnership (DDP) seeks a qualified team and contractors to procure, install and operate a fully enclosed and secure bicycle parking shelter in downtown Denver. The preliminarily identified and currently preferred location is Tail Tracks Plaza near Denver Union Station, but other locations within downtown Denver may also be considered. Though the Downtown Denver Business Improvement District (BID) will maintain the location from a safety and cleanliness standpoint, DDP seeks proposals that include limited maintenance of hardware and software required to operate the secure bicycle parking shelter. In partnership with Denver Department of Transportation and Infrastructure (DOTI) as well as Bike Hub 501(c) (3) – a community-led nonprofit organization with the goal of providing safe and secure bicycle parking in downtown Denver – DDP has budget to fully install and operate one bike hub at the aforementioned location and potential seed funding to analyze placement of future hubs and/or construct additional secure bike parking within downtown Denver.
The successful team will meet some or all of the following criteria:

Provide accurate cost estimates for a range of shelter options that provide:
- Fully enclosed and secure bicycle parking with a minimum of 50 spaces
- Amenities, including: pump & repair station, changing room, benches, lockers, and vending kiosks
- Access control system and user interface
- Public-facing customer service
- Development and maintenance of access agreements with bike shelter users
- Shipping and handling fees
- Installation labor and start-up support
- Certificate of Insurance (up to $1,000,000)
Offer analysis to assist project team in selecting shelter options
Unload and assemble shelter(s)
Provide a fee for operating the shelter for up to 3 years, with option to renew
Identify and describe site requirements for various amenities (e.g. power, data, specifications for foundation, etc)
Install shelter at Tail Tracks Plaza and begin operation within one year of contract date

For any items above not met by the responding team, the project team requests qualifications for potential subcontractors that can accomplish these tasks.

Background
Bicycle parking capacity, bicycle security, and bicycle theft are recurrent challenges for downtown Denver to reach the Mayor’s Mobility Action Plan goal of 15% commute modeshare by bike and foot by 2030. While privately accessible secure bicycle parking is offered at dozens of downtown office properties, access to these spaces is far more limited for service-oriented workers and people looking to recreate in downtown. A bicycle commuter station near Denver Union Station was first envisioned during initial planning stages for the redevelopment of Denver Union Station as a multimodal mobility hub in downtown Denver. While the original vision for this commuter station was ambitious and is not yet realized, community partners including Bike Hub 501c3, Downtown Denver Partnership (DDP), and Denver Department of Transportation and Infrastructure (DOTI) are committed to provide secure bicycle parking at Denver Union Station near-term.

Project Vision
This coalition of community partners aims to install, operate, and maintain one secure bicycle parking location near Denver Union Station in 2023. Given that this project will generate many lessons learned for additional and future secure bike parking locations throughout downtown, additional goals of this project are to create criteria and metrics for prioritizing the installation of additional secure bike parking locations throughout downtown and look towards future installation of up to two additional secure bike parking facilities in downtown in the coming years.
The Denver Union Station Bike Hub will:

Provide safe, convenient, and secure bicycle parking downtown
Offer 24/7 access to users
Consider assessing user fees with affordability and accessibility in mind
Provide ample clear wayfinding to nearby cycle routes, transit hubs, and downtown destinations
Supply adequate lighting and other elements that promote safety and comfort
Accommodate a range of personal micromobility devices, including conventional bicycles, e-bikes, and personal electric scooters
Serve as an example of secure bike parking in downtown Denver
Respect local context in urban design decisions

The Denver Union Station Bike Hub should also carefully consider community relations. The contractor team will be tasked with creating strong relationships with users through positive interactions (e.g. intake, review, and approval of applications, maintenance of agreements, responding to issues, etc). DDP will assist in promoting the service and location, particularly to focus demographics that help the project achieve equity targets in membership and usage.

Location
The Bike Hub has a preliminarily preferred location at Tail Tracks Plaza, a plaza fronting 16th Street between Wewatta and Wynkoop Streets. This location features good visibility and access to Denver Union Station, and proposals should include wayfinding to and from the facility, as well as to nearby cycle routes, transit hubs, and popular downtown destinations. This location also features strong access to the local bike network, with facilities on Wynkoop St and planned to be installed on Wewatta St, 15th St, 16th St and 17th St. This location also has strong access to the Cherry Creek Trail, with an access ramp due south on Wewatta St.
In anticipation of a bicycle station at Tail Tracks Plaza, The Bike Hub applied for and received a Major Encumbrance Permit (MEP) in 2015 to locate the station on this area, which is City and County of Denver right of way and maintained by the Denver Union Station Metropolitan Districts. The area of the MEP is 4,550 square feet. This MEP has been renewed annually since 2015 in hopes of realizing this station.

Timeline
DDP anticipates selecting a consultant team by March 2023. Important dates for teams to consider in responses:

February 8, 2023: RFP released
February 17, 2023: Questions due
February 24, 2023: DDP responses to questions released to prospective teams
March 3, 2023: Proposals due
Week of March 24, 2023: Contractor(s) notified of selection
By March 2024: Denver Union Station Bike Hub fully operational

Once a vendor is identified through this RFP process, final specifications and a detailed scope will be negotiated to provide one secure bicycle parking location near Denver Union Station by March 2024, with potential options to add up to two additional secure bicycle parking locations downtown in the coming years.

Proposal Submittal Requirements
Please respond with firm qualifications and examples of relevant work, as well as a brief proposal for the identified site at Tail Tracks Plaza by March 3, 2023. Proposals should be no more than 10 pages in length and should include:

Qualifications
- No more than three examples of relevant projects that document team experience, approach, and/or vision.
- Up to three references able to speak to firm’s ability to deliver quality projects on time and on budget.
Approach
- Outline of team’s approach to build and operate a secure bike parking location at Tail Tracks Plaza, including shelter options, pricing estimates for materials and assembly, and timeline for implementation.
  - All cost estimates should include clearly identified line items for labor, labor/hours, materials, assembly, and operations for 3 years from open date.
- Highlight customer service plan and strategy for operating the bicycle parking shelter.
Insurance
- Due to DOTI rules and regulations for encroachments, provide proof of a Commercial General Liability insurance policy with limits of $1M for each occurrence, $1M for each personal and advertising injury claim, $2M products and completed operations aggregate, and $5M policy aggregate. A combination of primary and excess coverage may be used to meet the aggregate limit. The City and County of Denver, its Elected and Appointed Officials, Employees, and Volunteers shall be included as Additional Insured.

Selection Process & Criteria
We anticipate to select one (1) qualified candidate and move forward with negotiations in spring 2023. All proposals will be reviewed by the project team. Candidates may be asked for an interview to further expand on their proposals. Proposals will be evaluated on the following general guidelines, in no specific order:

Previous work experience
Quality of materials proposed and design
Understanding and knowledge of subject matter
Evidence of ability to complete project on a timely basis
Competitiveness of budget
