Specifications include, but are not limited to: 1) Literature Review and Field Inventory Page 10 The purpose of the file search documentation is to develop a context to discuss the results of the contractor’s survey in the report. The contractor will be responsible to check the GLO maps, quadrangle maps, aerial photos, grazing records, and Land Patents for historic site potential, and the BLM GJFO site and project files, and Office of Archaeology and Historic Preservation files and/or Compass database to identify previoussurveys and recorded sites within a one-mile radius of the boundary of the project area. GLO information, grazing records, and survey notes are available at the GJFO, the BLM State Office, and at http://www.glorecords.blm.gov/. Aerial photos can be obtained online at the Mesa County GIS webpage. Information from aerials, grazing records, and GLO records, including maps, must be included in site records and the final report where historic features are extant (i.e. roads, trails, or structures) or where historic artifact scatters are spatially associated with historically mapped features. The GLO records and land patent (homestead) records must be checked by the contractor and all significant or named (as per OAHP guidelines) roads, trails, etc. over 50 years old will be mapped (if extant) and recorded as part of the cultural survey. Significant or named historic roads or trails that likely have been obliterated by the modern transportation system (based on alignment on GLO maps) must be recorded. This requirement will be discussed in detail during the pre-work file search. 2) File Search / Pre Work Meeting An in-office, Grand Junction BLM literature review (file search) must be conducted prior to starting fieldwork. The Contractor must contact the Contracting Officer Representative (COR) at least a week in advance to schedule the BLM file search. The fieldwork authorization request shall be submitted when requesting the BLM file search so that it is processed in time for the pre-work meeting. A signed Fieldwork Authorization is required before starting fieldwork. A BLM GJFO archaeologist must be present during the Grand Junction BLM file search as the prework meeting and authorization to commence fieldwork will be issued at that time. Site forms for known sites within the project area can also be obtained during the literature review. 3) Class III Inventory For this inventory, a Class III inventory will be conducted to identify and record all cultural resources encountered during survey. All fieldwork and documentation shall be performed to DOI, BLM, Colorado OAHP, BLM GJFO and other applicable professional standards. If vegetation density becomes an issue, the contractor must discuss alternative courses of action with the Contracting Officer Representative prior to changes in survey technique. If the field crew has any concerns or questions regarding the interpretation of the BLM procedures and standards, it is the contractor’s responsibility to coordinate with the BLM COR in determining how to manage the recording of isolated finds, the need fortesting features, and determining site boundaries.
