Specifications include, but are not limited to: Development, oversight, and quality assurance of all subcontracts with service providers selected by the First Judicial District Juvenile Services Planning Committee (JSPC) in conjunction with the fiscal agent. Such contracts shall include performance based outcome measures, collection of monthly, quarterly, annual progress reports, and program evaluation by the fiscal agent and JSPC. The development of program performance and service reports specific to a member of the JSPC, if requested. Serve as the formal employer of the First Judicial District CYDC Coordinator and any CYDC program employees. The CYDC coordinator shall be supervised by the fiscal agent in collaboration with management planning and control of the JSPC, or a designee of the JSPC. However, hiring or termination of any CYDC employee is a decision which rests ultimately with the JSPC. Any additional CYDC employees designated by the JSPC in its annual plan will be selected by the fiscal agent in collaboration with the JSPC. Employer responsibilities of the fiscal agent include: Recruitment, screening, hiring of new employees,** to include conducting background checks through the Division of Youth Services.
