18002 - Problem Solving Court - Urine Collection & Analysis

The State of Colorado Judicial Department, by and through the 4th Judicial District Probation Department’s Problem Solving Court, referred to herein as “the Judicial Department” or “PSC”, issues this Request for Proposals to obtain a contract with a vendor(s) that will provide cost effective monitored urine/oral fluids collection, chain of custody security, and cold storage of samples.  The contractor(s) shall be required to submit all collected samples from clients from the Judicial District Problem Solving Court (El Paso County) to a drug testing laboratory selected by the Colorado Judicial Department where the sample will be tested for the presence of controlled substances and/or alcohol.  Referrals will be made by PSC Officers and designated private probation case managers. The typical number of samples to be collected on a monthly basis is 1400. 

A draft scope of work is posted in “Exhibit A” of the draft contractor agreement set forth in Section 9. Upon completion of the RFP the Judicial Department may execute an Agreement with one (1) or more of the highest ranked Respondents, as determined by the Judicial Department.
