25-1013 - OCR RFP for the Development of a Custom Case Management & Billing System

The OCR is seeking a long-term relationship with a software development and support partner to build and support the next-generation version of the CARES case management and billing software that could last 10+ years. Therefore, both the Proposer and the developed system must be reliable, agile, and responsive to the organization's ongoing growth and changing needs, which could someday include additional technologies and databases that interface with OCR’s platforms. The agency seeks to partner with a firm with the capacity to scale support and provide backup personnel as needed to ensure continuous coverage. 


CARES 3 presents an opportunity to modernize the user experience while maintaining and improving existing functionality. The OCR seeks a fully custom software solution that it will own 100%. SaaS and COTS solutions will not be considered. The system must support both OCR contractors, who input, view, and manage billing and case/appointment data, and OCR staff, who require access to perform oversight, reimbursement, and administrative functions.
