Thornton shall acquire equipment, through lease of copier equipment, including one (1) large volume
black and white copier, one (1) large volume color copier, and Staffing Services for Thornton’s
Reprographics Center for copy and mail Services. Thornton may, in its sole discretion, select one (1)
firm to provide both equipment and staffing or may select one (1) firm to provide equipment and a
different firm to provide staffing, as deemed in the best interest of Thornton. Proposing firms may
propose on just the equipment, just the staffing services, or a combination of equipment and staffing.
