Specifications include, but are not limited to: Colorado Parks and Wildlife (CPW) is seeking to purchase (3) Trailer mounted Waterless Boat Cleaning Systems with ratchet down systems, each with off-grid 500W solar array, battery and DC inverter, IOT controller, blower system, wet/dry vacuum & tankage, tethered brush, wrench, grabber, marine LED lights. Backup 120v plug in recharge option included. They would also like to purchase accessories for each Waterless Boat Cleaning System (including Solar Panel Highway Mesh Covers, Spare Hand Tool Kits, Custom Exterior Kiosk Large Unit Wraps, and Wayside Solar Winter Covers). The purchase from the proposed Sole Source vendor will also include Software Setup and Annual Maintenance fees. Based on internal and external research, there are no other known manufacturers of boater operated, internet connected, waterless watercraft cleaning systems designed to help prevent the spread of aquatic invasive species. The learning curve and the time frame for other contractors to develop, manufacture and prove equipment durability is time prohibitive for the program - using a new vendor to develop and implement similar technology would be detrimental to the program’s goals and timelines.
