Specifications include, but are not limited to: provide a completely functional and fully operational North Campus facility based on the included set of plans (Exhibit A), suitable to house and support operations and services of the Montrose County Public Health, Human Services, Human Resources and Finance departments, all on a turnkey basis, to be completed no later than April 30, 2026. The Contractor shall become familiar with the Justice Center property, and all readily available information about the Justice Center property, and shall make site inspections as necessary to thoroughly understand the layout of the site including existing utilities, as well as established rights-ofway and easements. Any additional testing, investigations, and construction of all site improvements necessary for project completion and compliance with authorities having jurisdiction, RFP and contract, shall be provided by the Contractor and included in the Contractor’s proposal price. The Contractor shall be responsible for providing, on a turn-key basis, the construction of the North Campus facility, including but not limited to construction schedule planning, permitting, construction, providing all necessary utilities to support all operations including but not limited to water, sewer, natural gas, electricity (three-phase if necessary), telephone and fiber optic, all necessary and/or required utility re-locates and connections, gutters, signage, exterior building lighting, landscaping, roadways, parking lots and any other features, structures, facilities, infrastructure or work necessary to make a completely functional facility suitable for everyday County services and operations. The Contractor shall provide and install any other necessary material, equipment or appurtenances of any kind necessary for completely functional areas as specified herein. The Contractor shall perform materials testing on the project to ensure high quality building installation. The Contractor shall describe, within the proposal, its materials testing program. Tests should include, but not be limited to, compaction testing; concrete strength testing; asphalt testing; any other tests normally conducted to support the construction of the site improvements; road and parking lot compaction and materials testing; and any other tests called out in the plans and specifications. Materials testing audits may be done by the County. The Contractor shall repair, at the Contractor's expense, any damage to the existing site, site infrastructure or to the adjacent buildings or property, resulting from construction operations or extensions, including but not limited to parking lots, sidewalks, roads, landscaping, sprinkler systems, underground electric lines, fiber optic lines, phone lines, water lines, sewer lines, natural gas lines and fences. The Contractor shall provide and include in their proposal price any temporary utilities which may be required on-site during construction, portable restrooms for construction workers, and trash removal services for construction debris. All work shall be performed in a professional, workman-like manner, within the project timetable, and in accordance with all applicable laws, regulations, ordinances, codes, standards, and generally accepted construction practices.
