The purpose of this RFQ is to receive and evaluate statements of qualifications from general contractors to complete construction of the Project. The Project is located in Douglas County, CO and accessed via the gate for Rueter-Hess Water Purification Facility (RHWPF). Once constructed, the Project will convey increased flows of WISE water from Denver and Aurora to the WISE partners.
Major Project elements consist of:
• A new cast-in-place wetwell & CMU pump station designed for vertical turbine pumps and a hydropneumatic tank.
• A new flow control vault containing of two (2) electrically actuated plunger valves and chemical feed points. The cast-in-place flow control vault will include heating, ventilation, and lighting.
• Sodium hydroxide and sodium hypochlorite storage and feed facilities within the new pump station in addition to a liquid ammonium sulfate feed facility which draws chemical from an existing on-site building.
• Construction of 24” and 42” steel yard piping connecting the flow control vault to the existing Ridgegate Line and the WISE PS discharge to existing distribution piping at RHWPF. Construction of PVC/DIP sewer and storm drainage piping in the vicinity of the WISE PS.
• Installation of a buried electrical ductbank between a new switchgear section and WISE PS.
• Temporary construction facilities and stormwater management measures.
• Planting and restoration of disturbed areas.
• Construction of curb, gutter, sidewalk, asphalt, and landscaping.
Scope of Services
During the construction phase, the general contractor will be expected to perform the following services (at a minimum):
• Project. The selected general contractor will construct the Project as generally described in this RFQ.
• Self-Performance. The selected general contractor will serve as the primary installation contractor self-performing the majority of the Project. Self-performance of the work is defined as the value of permanent materials, labor, and equipment costs to complete the Project.
• Management. The general contractor will be required to provide the necessary qualified labor, operators, trades, manpower, and management staff to successfully complete the Project within the allotted contract time, budget, and to the quality dictated by the contract documents. Contractor will lead weekly construction progress meetings.
• Equipment. The general contractor will be required to provide the necessary equipment of size and type to successfully complete construction according to the schedule at the production rates required to meet the completion deadline.
• Permits. The general contractor will be required to obtain all necessary right-of-way, stormwater management, groundwater discharge, and all other permits to facilitate the construction delivery.
• Construction Schedules. The general contractor will be required to provide fully updated construction schedules with weekly “3-week look ahead” schedules during construction to ensure project milestones will be met. If the construction schedule slips, the contractor will be required to provide immediate recovery plans to ensure the final completion milestone is achieved.
• Site Inspections. The general contractor will be expected to coordinate and communicate daily or as needed with the Resident Engineer and PWSD Representative to facilitate Project delivery and site and specialty inspections.
• Start Up and Testing. The general contractor will be required to perform and coordinate all start-up and testing activities for the WISE PS including scheduling all vendor visits, obtaining certificates of proper installation, and equipment testing to ensure an operable pump station.
