23032 - Space Needs Assessment and Gender-Neutral Bathroom Conceptual Study

The State of Colorado Judicial Department, by and through the Financial Services Division of the Office of the State Court Administrator, referred to herein as “the Judicial Department,” issues this Request for Qualifications for the purpose of qualifying providers for future projects and selecting a provider to conduct the following two (2) tasks and provide the services and deliverables as noted in the full Scope of Work in Exhibit A of Appendix B.

1. Conduct a Space Needs Assessment for the Ralph L. Carr Judicial Center (RCJC) at 1300 Broadway, Denver, CO 80203. The RCJC is 695,000 square feet and houses multiple judicial and legal agencies as well as the Court of Appeals, Colorado Supreme Court, law library, and an educational civics learning center. The Assessment will consider the impact that the hybrid work environment brought on by the Covid 19 pandemic has had on existing and future space needs. Since 2020, the office environment and associated occupancy levels within the Ralph L. Carr Judicial Center continue to be impacted, resulting in decreased efficiency of the building’s usable areas. The Space Needs Assessment will comprehensively analyze the building's existing use, space requirements, and potential future needs to ensure that the building is used to its maximum potential.   A more detailed background and a scope of work is posted in Exhibit A of the draft contractor agreement set forth in Appendix B.
2. Conceptual Plans and associated cost estimates to examine the potential to provide gender neutral bathrooms on each floor of the Ralph J. Carr Judicial Center.  This would include both the office tower and the courts building portions of the Judicial Center.
