The Northern Integrated Supply Project Water Activity Enterprise (NISP Enterprise) is issuing this Request for Qualifications (RFQ) from qualified firms interested in providing municipal advisory services in determining the best financing and/or other funding sources (NISP Financing) to fund the Northern Integrated Supply Project (NISP).
The agreement period will be for an undefined period, based upon satisfactory performance, awarded in one-year increments, under the same terms and conditions of the contract contingent upon mutual agreement by both parties. This RFQ is considered a non-binding request to gather information. The NISP Enterprise intends to award an annual service contract based on this RFQ but reserves the right to follow this RFQ process with a formal Request for Proposal (RFP) or to consider an unsolicited proposal if it is in the best interest of the NISP Enterprise. If an RFP is issued, then firms that are deemed by NISP Enterprise to be responsive to this RFQ will be added to its source list and will be formally invited to propose.
This RFQ process will be conducted solely via Rocky Mountain E-Purchasing (RMEPS) website. Contractors interested in submitting a proposal may obtain the RFQ documents from the RMEPS website (www.rockymountainbidsystem.com then click on Vendor Login or Vendor Registration, as applicable). Any information about this RFQ received from any other source cannot be validated as accurate or complete. Interested Firms are encouraged to register with RMEPS, enabling it to download all pertinent documents. All related Documents and any subsequent addenda will be posted to RMEPS.
Electronic Statement of Qualification (SOQ) for the NISP Enterprise Municipal Advisory Services RFQ will be received from interested Firms through the RMEPS system at or before 2:00 PM (MST) May 8, 2023. Submit one, single electronic file (PDF) of the SOQ (not to exceed 30 pages) through RMEPS.
