Description

Metro Water Recovery (Metro) intends to engage a consulting engineer (consultant or Firm) to provide professional study, preliminary design, final design, construction and post construction services for a multi-phased effluent temperature project (Project) at Metro’s Northern Treatment Plant (NTP) located at 51 Baseline Road in Brighton, Colorado. The Firm will also assist in contractor selection for a Construction Management-At-Risk (CMAR) agreement.

Cooling towers will be evaluated as a technically and environmentally viable means to provide effluent temperature reduction in accordance with the limits specified in the NTP discharge permit (CDPS Permit No. CO0048959). The Project will include up to four work packages: Work Package 1 will consist of a technology review, conceptual design and experimental design; Work Package 2 will consist of demonstration system installation and testing on secondary effluent side stream; Work Package 3 will consist of demonstration system design, construction, and testing on tertiary effluent; and Work Package 4, contingent upon the results of preceding Work Packages, will include permitting and commissioning for a permanent cooling tower system to meet CDPS compliance, and may include additional design and construction.

This meeting is led by the Firm, is limited to one (1) meeting per Firm, and a maximum duration of 1.5 hours. Oral statements may not be relied upon and will not be binding or legally effective. Meeting times are available between March 24th and 31st, only.
Metro-specific guidelines will be transmitted to Firm upon scheduling of a meeting. A valid driver’s license is necessary to enter Metro’s property. Accommodation will depend on staff availability, and no meetings with Metro staff will be scheduled after March 31st.

Additional Bidding Instructions

Proposals will be evaluated by Metro staff members who will select up to three Firms for presentation/interviews (P/I's). The P/I's will include a 30-minute presentation by the Firm and a 15-minute question and answer period. The Firm will be asked to present a rate schedule, total man hours, and its upper-limit cost for performing the services associated with Work Packages 1, 2 & 3 along with an estimate for assistance with CMAR contractor selection.

A Selection Committee made up of three Metro staff members plus three Board Directors will conduct the P/I's and will recommend to the Board the negotiation of an agreement with the top ranked finalist.
