LPS is soliciting Commissioning Agents to submit Qualifications and Re-Qualifications for
Commissioning (Cx) Services for ongoing District Wide Projects and a cost proposal for BP-05
LPS New Elementary School #3 (Moody Replacement) Project.
Arapahoe County School District No. 6. Littleton Public Schools (LPS, the District), 2018 Bond
Program. LPS plans to re-qualify existing CxA Firms and pre-qualify additional firms through
this Request for Qualifications/Proposal (RFQ/P) process.
Over the five (5)-year duration of the 2018 Bond Program, the District intends to construct
one new Middle School, 3 new Elementar y Schools and a CEC along with
completion of site improvements, building additions and/or remodeling, and upgrades to
mechanical, electrical, life-safety, security, and technology systems. Most of that work will be
completed under Design Packages, with design by architect-led teams.
Concurrent with design and/or construction on the major Design Packages, the District will be
completing other projects in and around many of these same facilities. Such projects may
include site improvements, abatement, roofing, door/hardware replacement, renovations, and other minor projects.
LPS serves twenty-eight (28) square miles and includes the majority of the City of Littleton, Town
of Columbine Valley, portions of the municipalities of: Bow Mar, Centennial, Greenwood Village
and City of Englewood. Within these boundaries, students attend thirteen (13) elementary
schools, four (4) middle schools, three (3) high schools, several alternative programs, preschools
and two (2) charter schools. The District also has a main administration building and a
transportation services center, which supports approximately 15,000 students and 2,500 employees.
Contractors and consultants will be expected to cooperate with the District’s separate consultants
and contractors, coordinating planning and details of all the work through the District’s Program
Management Consultant, (Jacobs).
Commissioning Agents (CxA) will consult with Architect/Engineer (A/E) teams, Contractor, District
staff and Jacobs regarding optimization of systems, systematic documentation that the specified
components and systems have been designed, installed, and initiated properly, in accordance
with the project requirements. Cx Services shall also include functional testing to verify and
document proper operation, as well as coordination of site access, work areas, and safety and
security procedures to minimize conflict with instructional and extracurricular activities. While
major work within facilities will be planned for summer periods, the nature and extent of many
projects may dictate that work be done during the normal school year. Firms should assume that
most work would occur under conditions of at least partial occupancy or during non-student
hours.
Cx Services will consist of systematically documenting that the specified components and
systems have been designed, installed, and initiated properly, in accordance with the project
requirements. Cx services shall also include functional testing to verify and document proper
operation. The CxA shall coordinate with the architect, engineer, contractor, and owner on
scheduling and integrate activities into the overall project schedule for all Cx activities.
Assist the owner with creation of the "Owner’s Project Requirements" document if necessary and
where possible develop a Cx Plan and submit it to the team at the outset of the project. Define all
activities to be taken up by the CxA and identify team member responsibilities for each activity.
The Cx Plan shall include template copies of all Pre-functional Checklists and Functional
Performance Test documents. Mechanical, electrical, plumbing, and controls contractors shall
document the pre-functional checklists and perform start up prior to functional performance
testing. The CxA shall document completion of the pre-functional in compliance with the
specification and Cx Plan. Witness selected start up of major mechanical equipment. The CxA
shall develop Functional Performance tests for each system and equipment to be commissioned.
The CxA shall verify the proper control and operation of the mechanical systems and equipment.
This verification shall be documented in the functional performance tests. The CxA shall direct,
witness, and document functional tests. Prepare deficiency logs of items not in compliance with
the contract documents. Submit a final Cx report to the client at the end of the Cx process.
1. Construction Phase objectives:
a. Finalize and distribute Cx Plan.
b. Conduct periodic Cx meetings.
c. Review MEP submittals and provide feedback in conjunction with design team.
d. Attend weekly OAC meetings/site walks as directed by Owner’s Rep.
e. Observe selected construction, installation, startup, operation, and Test & Balance of
systems listed above.
f. Review observation reports and deficiency logs with GC and ensure corrections are
made.
g. Pre-Functional Performance Tests.
2. Acceptance Phase objectives:
a. Verify accuracy of final Test & Balance report.
b. Complete Functional Performance Tests. One hundred percent (100%) functional
observation and testing).
c. Complete Cx report.
The following systems, including all components and controls, are to be anticipated to
commissioned where applicable:
1. Heating, Cooling, and Ventilation: Equipment and Systems.
2. HVAC control systems and user interfaces.
3. Lighting and day-lighting controls.
4. Domestic water heating systems.
5. Sub-metering and Verification tools
The entity designated as the CxA should have:
1. Acted as the CxA for at least five (5) K-12 school projects over 25,000 sf.
2. Extensive experience in the operation and troubleshooting of HVAC systems, lighting controls
systems, energy management systems, security systems, and Building Automation
Management system.
3. A minimum of ten (10) full years in Cx work is required
4. Knowledge of building operation and maintenance and O&M training.
5. Knowledge of test and balance of air and water systems.
6. Experience in energy-efficient equipment design and control strategy optimization.
7. Direct experience in monitoring and analyzing system operation using energy management
control system trending and stand-alone data logging equipment.
8. Excellent verbal and writing communication skills. Highly organized and able to work with
both management and trade contractors.
9. Experienced in writing Cx specifications.
10. AGC CxA Certification, NEBB Certification, ASHRAE CxA Certification, BCA CCP
Certification, or similar.
In addition to information required in Exhibit B and in order to select the firm best qualified for planned
projects, we are requesting prospective firms respond to the following:
1. Provide any assumptions, expectations and documents necessary from the client and the project team to support Cx activities.
Contracts for this Program will utilize the LPS Owner-Consultant Agreement.
Contractors, Consultants and Vendors shall abide by all pertinent local, state, and federal laws
and provisions regarding Equal Employment Opportunity, Affirmative Action, Sole Source
Government Contract and/or Prohibition Against Use of Illegal Aliens as may be required by law.
Contractors, Consultants and Vendors will be required to complete a criminal record check on
all employees or sub-consultant’s employees reasonably likely to have contact with District
students during work for this Program. Employees who have been convicted of, pled nolo
contendere to, received a deferred sentence or deferred prosecution for a felony or a
misdemeanor crime relating to unlawful sexual behavior or unlawful behavior involving
children, will not be allowed to work in District schools.
Representatives of LPS Operations and Maintenance, Purchasing and the Bond Program
Manager will negotiate with selected firms, based on staffing plan and fees in each firm’s written
proposals. If an agreement satisfactory to both parties cannot be reached, the District may enter
negotiations with one of the other firms. After negotiations are concluded and required
certifications are received, contracts will be sent to the Chief Operations Officer for approval and signature.
