East Larimer County Water District (ELCO) completed a final design of a concrete meter vault for connection to the recently installed North Weld County Water District and ELCO water transmission pipeline (NEWT III). Final for Construction (FFC) drawings and specifications (both attached) are included as part of the nine (9) Procurement Contract Documents (attached) that are based on 2019 Engineers Joint Contract Documents Committee (EJCDC) Procurement Series Documents.
ELCO desires to have the meter vault precast and delivered to the defined Point of Destination (see attached EJCDC P-520, Agreement Between Buyer and Seller, attached). The vault would be hydrostatically tested and pre-assembled to the Engineer's design inclusive of penetration seals, damp proofing, painting, startup service and owner training, etc., and containing the following installed equipment (Refer to Equipment and Material List, Drawing C-101):
Flowmeter; Cla-Val control valve; hatches; ladder with ladder up post; duct termination bank and predrilled penetrations for electrical conduits; fusion bonded epoxy coated ductile iron pipe spools and fittings with dismantling joints; adjustable pipe supports; tapping saddle; ball and manifold valves; pressure gages; and pressure transmitters.
ELCO will contract with electrical and instrumentation and control contractors for acquisition and installation of related equipment (control panel, battery and solar cabinets, intrusion and flood switches, antenna and solar array system with mast, etc.). ELCO will provide offload from flatbed (unless otherwise proposed), excavation, installation of vault, backfill, concrete pads, and other ancillary efforts including permitting.
Alternative Material: As an alternative to precast concrete, Bidders may propose steel as a substitute material, provided other design requirements and equipment inclusions are met as described above and within the Procurement Contract Documents. Provide drawing(s) and necessary specifications, identify any deviations from Procurement Contract Documents, and submit other supporting information so Buyer can conduct proper review.
