SOQ-24-030 - Extradition and Transport Services

The El Paso County Sheriff’s Office (EPSO) is soliciting responses from qualified Contractors to provide Extradition and Transport Services for inmates requiring extradition from or to areas of the United States under Colorado Revised Statues (C.R.S.) §30-10-514. Contractor(s) shall provide all necessary labor, materials, forms, documentation, equipment, licenses, and permits required to provide the services outlined in this solicitation. The County reserves the right to award one or more contracts to qualified Contractors under this solicitation.
The majority of inmate extraditions prior to 2020 and the COVID-19 pandemic were previously handled by an outside Contractor. Since this time, the EPSO has primarily used internal staff for extractions due to outside influences and a reduction in readily accessible prisoner transport companies. In the last year, EPSO has conducted on average 20 – 30 inmate extraditions per month.
