506010 - Financial Advisory Services

Denver Water is seeking proposals for qualified firms to provide financial advisory services in connection with the issuance of revenue bonds, notes and other securities for the Board beginning Q2 2024 through Q2 2029. The firm selected to be Denver Water’s independent Financial Advisor will be precluded from underwriting the Board’s securities; however, the firm selected may purchase and sell obligations of the Board in the secondary market.

The specific services to be provided under this agreement include:
• Assistance with evaluation, risk analysis, and implementation of short-term and long-term financing options available to Denver Water
• Assistance with development of long- and short-term debt strategies
• Assistance with debt-related counterparty/vendor selection process
• Participation in debt sale document preparation and review
• Coordination of debt sale transactions
• Coordination of relationships with credit rating agencies and development of rating presentations
• Coordination of relationships with debt-related counterparties/vendors
• Assistance with strategy and management of commercial paper program
• Monitoring and advising on potential refunding opportunities or other types of debt defeasance
• Assistance with debt market monitoring
• Financial modeling and assistance with policy development
• Informing and advising Denver Water on new financing mechanisms
• Serving as Denver Water's independent Registered Municipal Advisor

Denver Water reserves the right to engage the services of additional advisors, such as pricing agents or swap advisors, if it believes it would be in its best interest to do so. The Board encourages the partnering with and use of SBE and MWBE firms in the provision of services to the Board.
