The purpose of this solicitation is to seek and retain a contractor to act as the program’s lead advertising agency. The lead agency is responsible for advertising campaigns, promotional marketing (including the use of social media), media strategies and tactics (including media buying), and public relations. Respondents must address an approach that includes consumer marketing, along with marketing to support distributor and contractor initiatives, workforce development and policy.
