Emergency Mortgage Assistance Program
The State of Colorado’s Department of Local Affairs (DOLA), through its Division of Housing (DOH) and the Office of Housing Recovery (OHR), is requesting proposals for an integrated customer service system. This system would support homeowners and partnering agencies in assisting the State of Colorado’s investments and efforts to disburse funds provided by the United States Treasury to help mitigate financial hardships associated with the coronavirus pandemic. The selected system would assist in the disbursement of the provided funds, to eligible entities for the purpose of preventing homeowner mortgage delinquencies, defaults, foreclosures, loss of utilities or home energy services, and displacements of homeowners experiencing financial hardship after January 21, 2020. In March 2021, the United States Treasury’s Homeowners Assistance Fund (HAF) was established under Section 3206 of the American Rescue Plan Act (ARPA). In November 2022, the Colorado Department of Local Affairs, through its Division of Housing, established the state’s Emergency Mortgage Assistance Program/Homeowners Assistance Fund Program (EMAP/HAF) as a program to disburse the state’s allocation of federal HAF funds. Through this Request for Proposals (RFP) DOH is requesting applications from nonprofit agencies to operate and manage the customer services system for applicants of the EMAP program - referred to as Consultants from here on). In addition, the aim of this RFP is to provide homeowners with diligent attention and guidance through the process of applying for the program and working with their lender. This service is intended to reduce the waiting time for getting an answer from the program about the status of the application.
