IFB 25-033 RM - Transitional Employee Program

The Colorado Department of Transportation (CDOT) Division of Highway Maintenance and Bridge Enterprise (BE) work to maintain bridge preservation and needs a contractor to provide maintenance services. The Contractor must be registered with the Internal Revenue Service (IRS) as a 501(c)(3) organization. The Contractor shall employ medium to high-risk parolees, selected withs input from the Colorado Department of Corrections (CDOC) and/or other federal, state and local criminal justice agencies with the goal of reducing recidivism through employment assessment, life skills education, employment preparation, transitional employment, job placement and appropriate case management, and retention services. The Contractor must place parolees into transitional employment to prepare them for future permanent job placements.
The selected Contractor, managing their participants in work crews will provide services described in scope of work to CDOT on an as needed basis. A work crew shall consist of one (1) “non-parolee” supervisor and five (5) parolee workers.
