Background

The Division of Transit and Rail (DTR), a division of the Office of Innovative Mobility (OIM), is an integral part of the Colorado Department of Transportation’s (CDOTs) Wildly Important Goals (WIGs) for 2023-24, and the foreseeable future. Over the last several months, however, DTR has experienced significant staff turnover, including at the leadership level, leading to public-facing processes breaking down, frustration among DTR clients, and staff who feel overwhelmed by increasing and unsustainable workloads. The following contains an initial plan, parallel to a new DTR Directors onboarding, to address these issues and enable DTR to better support the State of Colorado’s climate and transportation goals.
