Description

Overview and Background.

The State of Colorado (“the State”) through the Colorado Department of Transportation’s (“CDOT”) Division of Transit and Rail (“DTR” or “CDOT DTR”), operates a state-wide public transit system, commonly referred to as the Bustang Family of Services. While CDOT procures and maintains ownership of the revenue vehicles used for the Bustang Family of Services, individual contractors and grant subrecipients (collectively, “Service Operator(s)”) are responsible for operating and providing maintenance for these revenue vehicles.

Contractor shall provide manufacturer quality control, Service Operator quality control, and transit asset management planning services to the State of Colorado. This Statement of Work includes new revenue vehicle preliminary design, final design, pre-manufacture, and manufacture consulting services; on-site manufacturer quality control inspections and reporting during new revenue vehicle builds; new revenue vehicle acceptance inspections and reporting; ongoing on-site revenue vehicle maintenance and Service Operator maintenance program quality control inspections and reporting; revenue vehicle decommissioning and disposal inspections and reporting; and transit asset management (“TAM”) plan development and annual updating.

Additionally, the State, through CDOT DTR, provides funding for transit vehicles to transit agencies throughout Colorado. CDOT DTR awards both federal grant funds through the Federal Transit Administration (FTA), and state grant funds to transit agencies in Colorado for the purchase of ADA accessible transit and paratransit vehicles. In addition to awarding funds for these purchases, CDOT DTR is responsible for ensuring that purchases of vehicles with awarded funds meet applicable Federal and State procurement requirements.

Contractor shall perform professional services to assist CDOT DTR’s efforts outlined above and explained in more detail herein in this Exhibit A, Statement of Work.
