Description

Contract for Regulatory Database Information & Environmentally Related Material
 
 
CDOT is soliciting bids for a contract to provide environmental database information and environmentally related material in accordance with the specification listed herein. The regulatory database information is required by federal and state regulations to meet ASTM (American Society for Testing and Materials) Standard E 1527 / All Appropriate Inquiries (AAI) requirements. This database information will enable CDOT to monitor and assess various categories of predetermined environmentally sensitive locations for completing necessary environmental studies for CDOT projects.
GENERAL REQUIREMENTS:
 
1. Bidders must be in the business to provide environmental database reports for environmental due diligence. 
 
2. CDOT requires the services of a contractor to provide environmental database compliance and environmentally related material as necessary to conduct a records search for Environmental Site Assessment conducted under ASTM Standard E 1527, and other related environmental assessments.
 
3. Regulatory Database Reports will be delivered electronically within one (1) business day of receiving the order.
 
4. Contractor shall provide all appropriate materials necessary and required for database searches. The environmental database information will comply with the standard records review as outlined in the ASTM Standard E 1527/ AAI Requirements.   CDOT project managers may adjust search criteria as needed.
 
5. All information included in the Regulatory Database Report must come from only one generator of data.
 
6. Technical Support – Twenty (20) hours of technical support as needed.
 
7. Training – Twenty (20) hours of training as needed for CDOT staff in the use of the Data, Software, and creating reports.
 
ITEMIZED DETAILED SPECIFICATIONS:
 
1. Regulatory Database Report: This search shall allow a search based on one single point (fixed site) or a corridor (polygon or project limits). The Database Information Report documentation may include all or some of following individual databases identified in section 2 below.
 
2. Databases: Environmental data shall include Federal and State registered environmental sites in the immediate vicinity of the sites.  The data shall be obtained for the following types of sites:
 

  • Federal, state, and local government agency records concerning generation, use, storage, and disposal of hazardous wastes and/or regulated wastes;
  • Leaking and registered petroleum storage tank sites adjacent to the property; and
  • Federal and state spills 
a. National Priority List (NPL)
b. National Priority List Delisted (NPL Delisted)
c. Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS)
d. No Further Remedial Action Planned (NFRAP)
e. Resource Conservation and Recovery Information System – Treatment Storage or Disposal (RCRA TSD)
f. Corrective Action (CORRACT)
g. Resource Conservation and Recovery Information System – Generators (RCRA-G)
h. Emergency Response Notification System (ERNS)
i. Voluntary Cleanup Program & Redevelopment Program Sites (VCP)
j. State Superfund (SSF)
k. Solid Waste Facilities (LF)
l. Leaking Underground Storage Tanks (LUST)
m. Underground Storage Tanks (UST)
n. Above Ground Storage Tanks (AST)
o. Federal / State Institutional / Engineering Control Registries
p. State and Tribal Brownfield Sites
q. Spills (State/Local)
 
A numbering (or comparable) system shall be utilized to identify each regulatory site within the project limits or specified area. The numbers shall coincide with a colored map, pin pointing the location of the identified site(s). The standard color map size shall be 8-1/2” x 11”, unless an unusually large subject site is requested. The color map size will therefore be increased to ensure legibility.
 
3. Proposed Project Outlined: All exhibits (maps, figures, aerial photos, topo maps, etc.) included as part of the Database Information Report or any other reports must outline the Proposed Project (single point or fixed site), or the corridor (polygon or project limits). A different color or bolded or dashed line should be used to delineate the Proposed Project, or a characteristic icon should be used when outlining a single point. The Regulatory Database Report shall include, at least, a total of 4 color maps as outlined below. 
 
  • 2-Street base maps with findings plotted on map.  Scale of each map is 1”=2,000’ and 1”=1,000’.
  • 1-Aerial Photograph with findings plotted on map.  Scale of map is to be 1”=1,000’ or 1”=500’
  • 1-7.5” USGS Topographic Map with subject site plotted on map.  Scale of map is to be 1”=2,000’.
 
Map scale may vary depending on project size or by request from project manager. This output will facilitate the integration of the information package into the Environmental Assessments.
