Introduction
The purpose of this Request for Proposal (RFP) is to engage a qualified contractor to resurface the pool deck, lobby, and office area of our natatorium with a Decorative Flake Vinyl Chip System or similar product at the Salida Hot Springs Aquatic Center located at 410 W. Rainbow Blvd., Salida, CO. This resurfacing aims to enhance the facility’s safety, durability, and aesthetic appeal, ensuring a high-quality, slip-resistant, and moisture-tolerant flooring solution that meets the demands of our high-traffic environment. By partnering with a contractor who can deliver reliable and lasting results, we seek to improve the overall experience of our patrons and maintain the operational standards of our facility.
Objective
The objective of this project is to resurface the pool deck, lobby, and office area of our natatorium using a Decorative Flake Vinyl Chip System or a similar product. This includes detailed surface preparation, installation of a vapor barrier, and applying mid and topcoats to provide a durable, slip-resistant, aesthetically pleasing finish. The scope of work aims to enhance safety, functionality, and visual appeal while ensuring a long-lasting, low-maintenance surface.
Background and History
Our aquatic center has served the community for 87 years, and the existing natatorium flooring has worn down due to high foot traffic and pool-related moisture exposure. This RFP is issued to seek qualified contractors to update the flooring in critical areas of our facility: the pool deck, lobby, and front desk/office space. This resurfacing project is a priority in maintaining our facility’s operational standards, safety, and user satisfaction. This project is slated to take place 5/5/2025-5/12/2025.
Project Information
The City of Salida will hire a qualified contractor to resurface designated areas using a Decorative Flake Vinyl Chip System or a similar product, selected for durability, safety, and visual appeal in high-moisture environments.
Area Details:
- Pool Deck: 3,482 square feet
- Lobby Area: 1,815 square feet
- Office Space: 800 square feet
Tasks:
- Surface Preparation:
- Inspect and thoroughly clean all designated areas.
- Grind concrete substrate using industrial grinders attached to HEPA filter vacuums.
- Fill existing holes, joints, and cracks with vapor barrier epoxy and ground flush to ensure a level surface.
- Primer coat of vapor barrier Installation to prevent moisture infiltration.
- Mid Coat Applications:
- Apply mid coat epoxy designed for high-traffic and moisture-rich environments.
- Ensure uniform application of the decorative flake system to achieve an even, consistent look across all areas.
- Clean up excess mid coat.
- Install topcoat.
- Final Clean-Up:
- Conduct a thorough post-application clean-up to leave the site free of dust, debris, or equipment.
- Confirm the floor’s readiness for facility reopening.

- 11/22/2024 at 4:00 pm - Question deadline
- 11/27/2024 – Answers deadline
- 12/4/2024 at 4:00 pm - RFP responses due to Owner
- 12/11/2024 – Company is selected for project
