0042000 - General Civil Engineering Services Request for Proposals

Scope of Services/Deliverables
 

1. Preparation of plans and specifications for construction projects varying in complexity, for a portion or the entire project. Services may include preliminary plans and cost estimates, necessary field work, drafting, design, surveying, bid assistance, construction inspection, and project management.
   1. Coordinate, facilitate and/or attend project-related meetings, such as pre-bid, preconstruction, and project progress meetings.

• • Review plans for planned unit developments, commercial, and industrial developments for conformance to City of Fruita’s engineering and design specifications manual.
  • Perform field inspection of approved plans of record for development projects and certify that the development is constructed in accordance with City of Fruita standards.

1. 1. An electronic copy of the proposal shall be submitted and include:
      1. Cover Letter – Please include a letter of interest expressing the consultant’s interest in the project. Include a statement regarding the consultant’s time and ability to commit key personnel through the end of 2024. The letter should also include the name, address, and phone number of the person who will be authorized to make presentation on behalf of the firm.
      2. Company Qualifications, Relevant Project Experience & References – Provide Resumes showing qualifications and experience for all individuals who are proposed to provide the actual services. Identify the licensed professional staff person(s) who would be assigned as Project Manager and key technical personnel. Describe other contracts (at least 3, but no more than 5) similar in scope, size, or discipline to the required services described herein - current, performed, or undertaken within the past 15 years. Include similar City engineering support experience. Provide references - including name, address, email, and telephone number of a contact person for each project identified and described. Indicate, as applicable, dates, duration, and type of operation.
      3. Staff Team and Organization – Provide a brief overview of key personnel that will be included in the project. Include job title, timeline of employment with the firm and experience with similar projects in the submittal. 
      4. Scope of Services & Deliverables – Please provide a proposed scope of services & deliverables based on the outline above. Include an estimated timeframe for the project to reflect the dates listed above.
      5. Cost of Services – Provide your firm/individual pricing to complete the work outlined in the above Scope of Services. The costs should indicate each team member and their hourly billing rate (including the salary cost multiplier). All costs should be broken down by task (if applicable) and labor category. Reimbursable direct costs should be included. Consultant billing under this contract shall comply with the State's standardized billing format.
      6. Indicate pricing differences between in-person vs virtual meetings.   
      7. Solicitation Response Form – Please fill out, sign, and attach the Solicitation Response Form.
