Bids shall be submitted as follows:

Bidders shall submit three (3) hard copies of the Bids. Bids must be submitted in a sealed envelope, box, or other container (do not shrink wrap individual copies). Upon submission, all Bid documents shall become, and remain, the property of the City. In the case of a contradiction or inconsistency between the hardcopy and softcopy, the hardcopy shall prevail.
