Description

Clock Tower Plaza Renovation
Design will involve the closure of accesses from both Main Street and 3rd Street.
Design will establish vendor spaces for incubator retailers along the westerly and southerly boundaries of the site.
Design will also include seating areas and tables, locations for artwork to be situated, internal site lighting and landscaping, and a potential water feature within the plaza.
Design will include provisions to apply electricity to the various vendor stations.
Project will include the complete reconstruction of the surfacing of Clocktower Plaza (surfacing is currently cracked and crumbling asphalt).
Drainage must be addressed.
The winning planning/urban design firm will provide the city with full construction plans for the project.
The successful vendor will provide the final design in print and as electronic documents.
The new construction plans will be owned and editable by Cañon City for any future updates or amendments.
Both proposed documents will be reviewed by the City of Cañon City’s legal representation for compliance with applicable State of Colorado laws and regulations. Such review will be at Cañon City’s approval and expense.
The successful vendor shall create an effective and inclusive Public Outreach Campaign, to glean public input from Cañon City residents and businesses, creating three alternative designs for the renovations of Clock Tower Plaza. These alternatives will then be presented to a joint City Council/Planning Commission task force where a single design will be selected. This final selection will be the version made into construction documents.

Content: To be considered for selection, each firm must submit, at minimum, the following information
in keeping with the following format and identifying each item by number and letter.

A. Letter of introduction. Briefly describe the firm and the name, address, email and phone number of the contact person, as well as a summary of the respondent's understanding of the scope of services and the respondent’s proposed overall approach to the scope of services. This letter should indicate features, skills and/or services which distinguish the firm, and state why your firm believes it to be the best qualified to perform these services. Describe the firm's management philosophy and style in providing services to public sector clients. Indicate if any conflicts of interest exist or could arise due to working for Cañon City.
B. Statement of Qualifications (non-promotional). Identify contracts the firm is currently undertaking of a similar nature and has undertaken in the recent past (5 years in Colorado) and describe the type of services provided under each contract.
C. Personnel and Allocation of Resources.
1. Provide the names, title, experience, and qualifications of management personnel who would provide oversight for the contract service. Provide resumes of all such personnel.
2. Provide the names, title, experience, and qualifications of personnel who would be assigned to provide direct services to the City of Cañon City.
3. Provide the office location that would be servicing Cañon City and staffing level at that office.
D. References. Provide at least three (3) references that may be contacted for verification of the respondent's experience and qualifications. References should include a minimum of two public agencies for which similar services have been performed, and provide names and telephone numbers of personnel who can be contacted with regard to the services you have provided.
E. Proposed Fee. Provide the specific fee for completing the public outreach effort, creation of design alternatives and final design for Clock Tower Plaza inclusive of all meetings, presentations, sub-consultant fees, etc.
