This request is for a competitive Request for Proposal (RFP) between a qualified firm and Denver International Airport (DEN). 1. General Information: Denver International Airport (“DEN”) is seeking a qualified firm to provide as-needed professional safety consulting services in support of its Safety Management System (“SMS”) program. The selected firm will enter into a task-order-based, on-call agreement for a period of three (3) years with two (2) optional one-year renewals. The intent of this contract is for the selected firm(s) to provide expert SMS-related support on a flexible, responsive basis in alignment with Code of Federal Regulations (“C.F.R.”) Title 14, Part 139, Subpart E, and DEN’s Vision 100 strategy. 2. Overview: Contractor shall provide staff with recent, direct experience working in SMS programs at commercial service airports. The Senior Vice-President (“SVP”) identified in the Agreement will issue specific task requirements, as necessary, through on-call task orders. General tasks incorporated in the on-call services include, but are not limit to, the following: A. SMS Program Audits – Conduct independent evaluations of DEN’s SMS implementation and performance, including compliance with Federal Aviation Administration (“FAA”) requirements and DEN internal policy effectiveness. B. Safety Risk Assessments (SRAs) – Facilitate structured SRAs using proven risk methodologies for construction projects, procedural changes, and operational scenarios across airport functions. C. Policy and Procedure Development – Provide consultation related to drafting or refining safety procedures, policy documents, or elements of the DEN SMS Manual to ensure clarity, compliance, and operational integration. D. Training Development and Delivery – Design and deliver customized training sessions (virtual or in-person) on SMS principles, hazard reporting, safety culture, and other relevant topics. E. Stakeholder Engagement and Facilitation – Support DEN Safety staff in cross-functional workshops and working groups to develop risk mitigation strategies and/or promote a strong safety culture. F. Safety Promotion and Communication – Collaborate with DEN’s Communications team to create safety branding, promotional campaigns, and educational materials that align with the Safety Promotion pillar of SMS. G. Technology Consultation – Advise DEN on SMS software systems and data integration strategies, including working with internal Information Technologies teams to optimize digital safety tools. H. Rate and Fee Structure - Contractor shall propose a clear pricing model for each task order in accordance with the rate and fee structure provided for in the Agreement. 3. of DEN’s operating environment, proven success in complex airport safety programs, and the ability to provide continuity and strategic insight into evolving FAA SMS expectations will be well-positioned to deliver value. A. Demonstrable experience in implementing or managing airport SMS programs, especially at large hub airports. B. Staff with recent (with in the last five years) hands-on work at C.F.R. Part 139 airports, including knowledge of real-world application of FAA SMS guidance. C. Strong facilitation and communication skills across varied stakeholder groups including executive leadership, operations, and field personnel. D. Familiarity with DEN utilized safety databases and reporting systems, such as ProDIGIQ. E. Experience working in regulated airport environments with a deep understanding of stakeholder engagement and FAA coordination. F. Proven ability to deliver under pressure while maintaining collaboration and professionalism. 4. Deliverables: Each task order issued under this contract will define, at a minimum, specific deliverables and timelines, and may include, but are not limited to, the following: A. SRA facilitation reports B. Drafted or updated policy documents C. Safety audit summaries D. Written training materials and recorded training videos E. Professionally crafted safety promotion materials to include flyers and bulletins F. Professionally developed reports containing recommendations for SMS system or workflow improvements 5. Performance Expectations: Contractor shall be expected to: A. Work independently or in collaboration with DEN Safety staff as determined by each task. B. Maintain professionalism, confidentiality, and compliance with DEN security and access protocols. C. Deliver high-quality, actionable results that support the continuous improvement of DEN’s SMS program.
