This Project is a new Water Treatment Plant to replace the existing Thornton Water Treatment Plant located at 9520 Ellen Court, Thornton, CO 80229. The existing Thornton Water Treatment Plant will be decommissioned following completion of the Project, but the decommissioning is not within the scope of the Design Builder’s Work at this time. Detailed Project requirements are outlined in Exhibit “A1” Owner’s Project Requirements of Exhibit “3” Draft Design-Build Agreement. The Owner desires a conventional treatment process with an initial capacity of at least 20 MGD, with capability for future expansion of capacity and accommodation of alternative raw water sources. The new treatment plant site is approximately thirteen (13) acres located at the southeast corner of Thornton Parkway and Washington Street. The Owner has engaged Carollo Engineers, Inc. as the Owner’s Advisor for the Project.
This Project shall be delivered using the progressive D-B method of project delivery. Under the progressive D-B method, Design-Builder shall provide design and pre-construction services to determine the Scope of Work, develop Drawings and Specifications, develop estimated pricing, and determine the schedule for the Project. Upon completion of Pre-Final Design Documents, Design-Builder shall present its Guaranteed Maximum Price (“GMP”) Proposal to Owner, which shall include the detailed basis for the GMP. Following completion of negotiations and upon Owner’s acceptance of the GMP and its basis, the GMP and its basis shall be incorporated into the Agreement by a GMP Amendment.
The Owner’s maximum budget for the entire Project, including Owner’s Advisor services, property acquisition costs, Design-Builder’s services, Owner’s costs for Quality Assurance (“QA”) testing and inspection, and Furniture, Fixtures, and Equipment (“FF&E”) is approximately seventy-five million dollars ($75,000,000). Design-Builder’s compensation for design and pre-construction Work will be subject to a Not to Exceed amount, and compensation for Work to finish the Project after execution of the GMP Amendment will be limited by the GMP.
The selected General Contractor as the Design-Builder shall enter into an a Design-Build Agreement with the Owner. Unless civil engineering is provided by Design-Builder’s in house staff, Design-Builder shall enter into a written subcontract with a civil engineering firm for the design Work. The civil engineer of record shall be the designated Design Professional as defined in the D-B Agreement. Other professional services, including but not limited to, architecture, other engineering disciplines, and surveying, shall be provided by licensed professionals either on Design-Builder’s staff or under subcontract as a Subconsultant to the Design-Builder.
Except for approved self-performed Work, the Design-Builder is required to competitively buy out the various elements of the construction Work from independent Subcontractors. Unless approved as self-performed Work, the following trades must be provided by pre-qualified key Subcontractors approved by the Owner: drilled piers, structural concrete, masonry, roofing, HVAC, process piping, electrical, process control, access control, and security.
All personnel, whether employed by the Design-Builder, Design Professional, Subconsultants, Subcontractors, or Suppliers, will be required to pass a background check to access the site.
