Summary of Specifications:
Thornton is seeking Proposals from Service Providers to provide Code Compliance Services on an on-call, as needed basis under a General Service Agreement. Thornton reserves the right to award to multiple Service Providers. Because the need for this service is variable and depends on climatic conditions, as well as on the number of properties out of compliance at any given time, Thornton cannot guarantee any minimum amount of Work as a result of the award. Work may include, but is not limited to: mowing of lawn, raking, string trimming, trash removal, hauling and disposal of debris, tree trimming or removal, fence removal or repairs, and public sidewalk snow removal. Thornton reserves the right to award an Agreement to multiple Service Providers. In the event that Thornton requires Code Compliance Work that is extensive, involving demolition, repair, and or debris hauling from a large site, and if the value of such a Work Order is estimated to exceed $50,000, to be assigned the Work Order the Service Provider may be required to provide a Labor and Material Payment Bond and a Performance Bond on forms provided by Thornton. However, ability to provide bonds is not a pre-requisite, and firms that do not have bonding capacity may still be eligible for award of an Agreement. The Agreement shall terminate on December 31, 2021 unless sooner terminated by Thornton’s issuance of a Termination Notice. The billing rates shall remain fixed at minimum for the initial annual term following execution of the Agreement. Upon request of the Service Provider, rate adjustments may be re-negotiated on an annual basis to be effective on the anniversary date of the Service Agreement, provided however, that increases are limited to no greater than the increase in the Denver-Boulder-Greeley Consumer Price Index as published by the Bureau of Labor Statistics.
